Petition to Create Lower Rose Creek Park
Our vision is for lower Rose Creek to be an open space park providing recreational and learning opportunities and a clean, healthy, aesthetically pleasing environment for residents, visitors, businesses, and native plants and animals, while serving as an accessible link for bicyclists, pedestrians, and wildlife to move between Rose Canyon Open Space Park, Marian Bear Natural Park, Mission Bay Park, and surrounding communities.
Lower Rose Creek park begins at the southern end of Marian Bear Park and continues to Mission Bay Park. We are requesting that Rose Creek managed by the Open Space Tri-Canyon Parks division of the City of San Diego as these division manages the upstream portions of the creek as well as Tecolote Canyon.
Given the opportunities for commercial redevelopment between Rose Creek, Garnet Avenue, and Mission Bay Drive in Pacific Beach, we feel that without management of the area, no new redevelopment will occur that is oriented towards the creek and this will be a major loss for the Rose Creek Village the City of San Diego is currently proposing.
We respectfully request that the City of San Diego dedicate as parkland all the City of San Diego owned property from the Southern end of Marian Bear Natural Park to Rose Creek’s connection to Mission Bay Park to create a linear park serving as an accessible link for bicyclists, pedestrians, and wildlife to move between Rose Canyon Open Space Park, Marian Bear Natural Park, Mission Bay Park, and surrounding communities.
We respectfully request that the City of San Diego enter into memorandums of understanding or a Joint Powers Authority (JPA) with other major property owners along the creek including CALTRANS, the Federal Government, and the San Diego Unified School District to create a single management point to support habitat restoration grant opportunities, stormwater improvements with co-beneficial uses including the current community uses, which may not be listed as beneficial uses of the creek by the Regional Water Quality Control Board, such as bird watching, bicycling, and hiking.
We respectfully request that recognized community groups have a formal method of participation in the park or the JPA.
We respectfully request that Lower Rose Creek Park have basic park services such as trash receptacles and way finding signage.
We respectfully request that the City of San Diego explore funding sources to build the San Diego Bicycle Coalitions proposed bike/pedestrian bridge over the railroad tracks at the I-5/Hwy-52 interchange to create a safe and accessible connection across the railroad tracks for bicyclists and pedestrians.
